I'm in the same boat, bought Anno 1800 on a whim cause I enjoy these types of games. Instantly put 10 hours in and I'm regretting not getting the complete edition for $60. There's no way to upgrade to the complete edition, we'd have to buy all the DLCs standalone at like $25 each, brutal. : (. Considering that Anno 2070 is currently on sale for -75%, I'd say go for it. While the extra scenarios you get - apart from the base game and the add-on - aren't something too special, they're worth that amount of money and more.
